Your concerns about cloud solutions are not quite accurate, at least for LastPass. The key to using a cloud solution is the level of encryption they use to store and transfer your data. The LastPass security model means they don't store any of your private data in plain text. It is always encrypted.

A file on a Windows computer that is not encrypted is in a far riskier state than using LastPass.

Interestingly, best practices for passwords now encourage users to use a random password generator and then write that word down on a piece of paper. Crazy, but having it written down is far better than using something way too easy to be hacked (which is any dictionary word).

I also use RoboForm to protect and manage my passwords, extremely secure using AES encryption by default with 4 other types that the user can choose from. Very user friendly and great phone support staff.

Definitely keep in mind that although RoboForm offers an unlimited paid license, there is still a free version that allows you to store up to ten entries.
