Feed top quality dog/cat food - it is an investment in your pet's long-term health. Do some reading about this subject - lots of info available online.

I think the pet savings account is a good idea.

Do your own bathing & grooming. If you can't or won't groom a dog, get one that does not require grooming.

How about adopting a dog instead of buying one from a breeder? ;)

Also wanted to mention that buying bargain-basement foods is not always the best deal. If you feed your dog better quality food, you will find that he requires less (you can see this on the back of the bag).

If you can't afford a pet, don't buy one. You are cruel and punishing an animal simply for your lack of respect for how much care [money] they need. Pets are not a right.

I highly recommend starting a savings account for your pet. My husband and I looked into pet insurance after our boxer needed a lumpectomy, but at his age (7 at the time) and with pre-existing conditions, insurance was very costly. So we started putting 20 dollars a week in an online account. He's had medical issues and large bills since then, but we haven't had to make payments on any of his bills because he's prepared. Plus, we're not giving the money to a company with no guarantee that we'll see a return on that investment, and the account will simply continue for our next dog.
